Granted

Core Planning Reasoning

The Inspector recommended granting permission while modifying or retaining specific conditions; key issues included the protection of a mature street tree from a new vehicular entrance, the preservation of historic internal plasterwork from inappropriate insulation, and the balancing of a modern rear extension with the character of a Protected Structure.

Decision Maker's Conclusion

  • The proposed vehicular access from Palmerston Road should be omitted because it fails to meet the required 3.5m clearance from a mature lime tree and poses a safety risk due to its proximity to a busy signalised junction.
  • The rear extension, as amended by further information, is considered subservient in height and massing to the main house and provides a clear visual differentiation between historic and modern fabric, rendering the condition to simplify its elevations unnecessary.
  • Internal insulation using calcium silicate board should be omitted to prevent significant adverse impacts on historic decorative plasterwork and to ensure the breathability and structural integrity of the original building fabric.

The Inspector supported the council's refusal of a new vehicular entrance, citing the high value of a mature street tree and the constrained sightlines near the Palm...
