Core Planning Reasoning

The Inspector recommended a Grant of permission subject to modified conditions. The primary reason for maintaining and modifying restrictive conditions (Condition 3 and 4) was to prevent undue overlooking of the adjacent property at No. 1 Clifton Mews and to protect the architectural character and integrity of the Protected Structure, particularly regarding the omission of a roof terrace and a dormer window.

Decision Maker's Conclusion

  • The reinstatement of the building's original use as a single-family dwelling is welcomed and constitutes a positive conservation outcome for the Protected Structure.
  • The proposed roof terrace would result in an unacceptable loss of privacy for neighboring residents and create an overbearing feature on the established character of the conservation area.
  • The proposed dormer window is an inappropriate intervention that would upset the architectural balance of the terrace; a rooflight is a feasible alternative that maintains the structure's special character.
