Core Planning Reasoning

The proposed cremator constitutes a material contravention of the Z10 zoning objective under the Dublin City Development Plan 2022-2028, as it is a separate land use class that is not permitted or open for consideration within that zoning designation.

Decision Maker's Conclusion

  • The provision of a cremator is a distinct land use activity and cannot be considered ancillary to a funeral home (office) use, thus it is not provided for under the Z10 zoning objective.
  • The development represents a material contravention of the current Development Plan which seeks to facilitate mixed-use development while protecting local amenities and development potential.
  • The urban, industrial context of the subject site is unsuitable for a crematorium as it fails to provide the requisite solemnity, seclusion, and separation distances from residential properties outlined in best-practice guidelines.
