The proposed development was refused due to its inappropriate siting and design on a steep, elevated site within a high scenic quality area, which would necessitate excessive excavation and detract from the rural character, combined with a failure to demonstrate safe visibility standards at the public road junction.

• The siting and design of the dwelling on a steep, elevated site would require an intrusive driveway and significant excavation, resulting in a development that detracts from the visual amenities and rural character of this high scenic quality area, contravening Policy SS 26.
• The applicant failed to demonstrate that the minimum visibility standards required by Table 7.4 of the Development Plan could be achieved at the junction with the public road L-7093 without the excessive removal of approximately 22 metres of established roadside boundary.
• The proposed development would endanger public safety by creating a traffic hazard and obstructing road users due to substandard sightlines, thereby contravening Policy TC12 regarding the protection of roadside boundaries.
