The development is recommended for grant as it resolves a long-standing issue of untreated sewage discharge into Doldrum Bay, aligns with water services policy, and, subject to conditions, will not significantly impact the visual amenities of the Howth Special Amenity Area or the residential amenities of the vicinity.

• The proposed development is permissible in principle under the HA and RS zoning objectives and provides an essential environmental gain by ending the continuous discharge of untreated raw sewage into Doldrum Bay.
• Visual impact concerns regarding Pumping Station 02 are adequately mitigated by its siting at a lower topographic level than the road and through conditions requiring black fencing and cellular grass paving.
• The project does not present significant risks to traffic safety, local ecology (including bats and badgers), or European designated sites, and therefore does not require a Stage 2 Appropriate Assessment or an EIAR.
