Refused

Core Refusal Reason

The proposal constitutes premature and piecemeal development that leapfrogs sequentially preferable zoned land and relies on unsustainable private wastewater infrastructure within a settlement boundary.

Decision Maker's Conclusion

  • The development would result in 'leapfrogging' of secondary development lands, contravening the sequential approach to development as outlined in Chapter 4 and Objective HD7 of the County Development Plan.
  • The proposal represents piecemeal and premature development that would create an isolated 'island' of housing remote from the main road, surrounded by undeveloped lands without planning certainty.
  • The reliance on individual wastewater treatment systems for a multi-house development within the Newcastle settlement boundary is unsustainable and contrary to policies directing development to locations with public sewer services.
