Core Refusal Reason
The application was refused due to a significant discrepancy in the red line boundary compared to the parent permission, the excessive removal of protected trees, and a reduction in the quality of public open space.
Decision Maker's Conclusion
- The red line boundary for the amendment application does not match the parent permission (PR20/1299) and lacks a blue line boundary for adjoining lands, undermining planning regulations.
- The proposed development involves the excessive removal of mature trees, which is contrary to Tree Preservation Order T22 and local objectives to protect biodiversity and character.
- The revised layout results in a reduction in the quality of open space provision and fails to achieve the high standard of layout and design required by the County Development Plan.
