Core Refusal Reason
The proposed development exceeds maximum car parking standards and lacks sufficient technical assessment to demonstrate that the intensification of use would not create a traffic hazard or compromise the safety of pedestrians and cyclists at the adjacent junction.
Decision Maker's Conclusion
- The applicant failed to provide adequate information, specifically a Traffic Transport Assessment (TTA) and Mobility Management Plan (MMP), to enable the Planning Authority to assess the impact on the existing junction and vulnerable road users.
- The provision of additional car parking spaces is inconsistent with the maximum standards set out in Table 11.5 of the Galway City Development Plan 2023-2029.
- The development would endanger public safety by reason of traffic hazard and is contrary to the proper planning and sustainable development of the area.
