Core Planning Reasoning
The Inspector recommends a grant of permission, concluding that the development constitutes an appropriate form and scale for the Z1 and Z2 zoned backland site, provides a suitable residential density in line with national policy, and would not seriously injure the visual or residential amenities of adjoining properties.
Decision Maker's Conclusion
- The proposed density of 50 units per hectare (uph) is considered acceptable for this backland site and is in line with national policy objectives for compact growth in well-connected urban areas.
- The development's scale and design, including the three-story apartment block, are appropriately balanced and will not result in significant adverse impacts regarding overshadowing, overlooking, or overbearingness for neighboring residents.
- The existing access laneway from Newbridge Avenue, with the proposed addition of a passing bay, is an adequate and safe intervention to support the intensification of use without creating a traffic hazard.
