Refused

Core Refusal Reason

The proposal was refused due to concerns regarding excessive density and suburbanisation of a rural area, inappropriate design and scale for the sensitive landscape character, and the unresolved risk posed by a high-pressure gas line traversing the site.

Decision Maker's Conclusion

  • The development would exacerbate an excessive density of one-off housing in a rural area under pressure, leading to further suburbanisation and contravening Policy RH9 (iv) regarding the landscape's capacity to absorb development.
  • The proposed two-storey dwelling's suburban design, scale, and bulk are considered inappropriate for the sensitive Eastern Uplands landscape and fail to comply with the Rural Design Guidance set out in Chapter 16 of the County Development Plan.
  • The presence of a high-pressure gas line traversing the site and its 100m buffer zone represents a risk to strategic national infrastructure that has not been adequately addressed or mitigated by the applicant.
