Core Refusal Reason
Failure to demonstrate a local rural housing need in accordance with Policy HO P11 and lack of justification for the scale of staff accommodation given the presence of an existing dwelling on-site.
Decision Maker's Conclusion
- The applicant has not satisfied the local rural housing need criteria as set out in Policy HO P11, particularly as an existing dwelling on-site is available for modification to meet their needs.
- The provision of additional sizeable staff accommodation is considered premature and has not been sufficiently justified, as the equine enterprise is not yet operational.
- There are outstanding technical and environmental concerns regarding the design and operation of wastewater treatment systems, drainage for equine facilities, and site access sightlines.
