Core Refusal Reason
The development represents the consolidation of unauthorized residential and commercial uses in a rural area, contravening the County Development Plan's tourism and settlement strategies, and lacks adequate public health infrastructure.
Decision Maker's Conclusion
- The proposal contravenes the County Development Plan's tourism and settlement strategies by introducing unauthorized short-term residential and retail uses in a rural area without sufficient justification for their ancillary nature to the primary equestrian use.
- The development represents the consolidation of multiple unauthorized works, including the unpermitted subdivision of Boswell House and the rental of staff accommodation in breach of previous planning conditions (Condition 4 of PRR 07/2706).
- Insufficient information was provided regarding the suitability of the wastewater treatment system and the safety of the private water supply, posing a potential risk to public health.
