Core Refusal Reason
The proposed development constitutes overdevelopment of a constrained urban site, characterized by excessive height, scale, and massing that would negatively impact the architectural heritage and the residential amenity of the surrounding area.
Decision Maker's Conclusion
- The scale and massing of the proposed blocks are considered excessive and out of character with the existing streetscape and the setting of adjacent Protected Structures.
- The applicant failed to demonstrate that the development would provide a high standard of residential amenity for future occupants, particularly regarding daylight and sunlight access.
- The proposal would result in an unacceptable level of overshadowing and loss of privacy for neighboring residential properties, contrary to the proper planning and sustainable development of the area.
