- The proposed density of 3 dwellings on a 0.11-hectare site materially contravenes Objective RT1 of the Rathdrum Town Plan, which stipulates a maximum of 4 units across a much larger 0.8-hectare area.
- The development fails to provide an appropriate scale transition to the rural area on peripheral lands, thereby contravening CPO 6.26 and negatively impacting the character and amenities of the vicinity.
- The use of the existing residential estate road to provide agricultural access and private rear access to the applicant's dwelling is unjustified and would endanger public safety due to traffic conflicts and road surface deterioration.
