for the construction of 34no. dwellings in two blocks, at The Estuary, Crobally Upper, Tramore. Block A comprising of 9no. 2-bed single storey apartments on the ground floor & 9no. 3-bed duplex apartments on the first/second floor. Block B comprising of 8no. 2-bed single storey apartments on the ground floor & 8no. 3-bed duplex apartments on the first/second floor. Both blocks will be 12.490m in height. The development will also include new vehicular and pedestrian site entrance, 59 parking spaces, new mains water and foul sewage connections, provision of storm water attenuation tanks underground and all associated ancillary site works.
Core Refusal Reason
The development was refused due to unacceptable impacts on residential amenity from the adjacent wastewater treatment plant, potential interference with the plant's future expansion, and the lack of a Natura Impact Statement for nearby protected sites.
Decision Maker's Conclusion
- The proximity to the Tramore Wastewater Treatment Plant would compromise the residential amenity of future occupants due to odour, and the proposed scale and massing are considered over-dominant and out of character with the coastal location.
- The development would stymie the future upgrade and expansion of the existing wastewater treatment plant and fails to comply with EPA separation distance guidelines for residential schemes near such infrastructure.
- The applicant failed to submit a Natura Impact Statement (NIS), precluding the Planning Authority from ruling out adverse impacts on the integrity of the Tramore Dunes and Backstrand SAC and Tramore Back Strand SPA.
