(i)(a) the retention of the rebuilding of part of an existing single storey out-building following natural collapse and the internal conversion of whole of said out-building to suit holiday-letting use and for the retention of small attached sheds. (b) planning permission for the change-of-use of the whole of aforementioned existing outbuilding, including rebuilt part and aforementioned sheds, to holiday-letting use, and (ii) the retention of existing foundations of a proposed garage/storage building and planning permission for continuance of the construction of said new garage/storage building for the incidental enjoyment of the existing main house and (iii) all associated site works and ancillary services as may be required and as may relate to the above, including a new waste water treatment system and percolation area.
Core Refusal Reason
The development was refused primarily due to traffic safety concerns arising from the intensification of an existing access onto the N81 national road and the failure to demonstrate adequate sightlines.
Decision Maker's Conclusion
- The proposed holiday-letting unit would lead to an intensification of traffic at the junction of a private access laneway and the N81 national road, endangering public safety and compromising the road's carrying capacity.
- The development directly contravenes Objective CPO 12.40 of the Wicklow County Development Plan 2022-2028, which restricts the generation of increased traffic onto national roads with speed limits exceeding 60km/h.
- The applicant failed to demonstrate that necessary sight distances at the junction of the site entrance and the private access laneway could be achieved in accordance with TII standards.
