The development was refused due to fundamental design deficiencies including the absence of indoor communal facilities and the overprovision of bed spaces per cluster, alongside significant adverse impacts on neighboring residential amenities through overbearance, overshadowing, and overlooking.

• The quality of student accommodation is deficient due to the total absence of indoor communal spaces and services, and the inclusion of 10-bedroom clusters which exceed the 8-bedroom limit set by the Dublin City Development Plan.
• The proposed three-storey building would have a significant detrimental impact on adjacent residents at Brookville Park and Ardbeg Park in terms of overbearance, loss of daylight/sunlight, and noise nuisance from the proposed roof garden.
• The applicant failed to provide necessary documentation regarding the professional management of the facility and failed to demonstrate how the scheme would support integration with the local community as required by Policy QHSN45.
