Core Refusal Reason
The application failed to provide sufficient technical detail and design quality regarding surface water management, public lighting safety, and appropriate boundary treatments to ensure the protection of residential amenity and public safety.
Decision Maker's Conclusion
- The proposed boundary treatments are deemed undesirable and require revision to ensure the development is aesthetically pleasing and beneficial to the residential amenities of the area.
- The submitted public lighting design is incomplete and fails to demonstrate compliance with safety standards, particularly regarding the illumination of the N51 frontage and a nearby zebra crossing.
- The surface water drainage strategy is inadequate as it does not incorporate SuDS principles and lacks proof of capacity or legal consent for discharge into the existing public network.
