retention permission and planning permission for development at the existing ENVA Waste Processing Facility at Losset, Carrickmacross, Co. Monaghan. Retention permission is sought for the following: • Provision of a weighbridge; • Expansion of plastic film storage area to 1,300 sq.m; • Provision of moveable retaining concrete ‘A’ walls to plastic film storage area; • Provision of a Komatsu excavator machine; and • Removal of a kiln. Planning permission is sought for: • An increase in the volume of waste plastic to be accepted at the existing facility from 4,800 tonnes per annum to 23,000 tonnes per annum; • Erection of 2 no. external canopies on the production building; and • All associated site and development works. The proposed development relates to an activity which will require a review of the existing Waste Facility Permit No. WFP-MN-12-0001-08 issued by Monaghan County Council

- The applicant has not provided sufficient evidence to confirm that noise levels resulting from the five-fold increase in waste processing will remain within acceptable limits for nearby noise-sensitive receptors.
- The current and proposed external storage of waste is inadequately screened and stacked above the height of retaining walls, which detracts from the character of the rural landscape and is plainly visible from the public road.
- Given the live enforcement action on-site and the lack of response to previous planning inquiries, it is unconfirmed if the proposed growth and expansion of the existing enterprise is appropriate for this location.
