The development is recommended for grant as it is consistent with the 'Z1' residential zoning objective and the established pattern of development in the area; it is considered that the modifications would not seriously injure the residential amenities of the area or property in the vicinity.

• The rear dormer, as conditioned to a width of 3.1m and set back from the rear wall, is considered typical for the area and would not have a significant detrimental impact on the character of the dwelling or the terrace.
• Given the 26m separation distance between the proposed dormer and the rear garden/windows of Dane Lodge, the Inspector concluded that overlooking and overbearance issues would not be significant.
• The Inspector recommends the omission of the Planning Authority's Condition 3(a), concluding that the front roof windows are acceptable as they provide natural light to the attic and maintain a sense of balance within the terrace row.
