Core Refusal Reason
The proposal constitutes overdevelopment of the site with a poor-quality layout and presents significant traffic safety hazards due to inadequate access arrangements on the narrow Doylesfort Road.
Decision Maker's Conclusion
- The overall layout is considered poor quality and indicative of overdevelopment, specifically regarding the dominant scale of Apartment Block A and the excessive density of units 9-15 which fail to respect the character of adjoining residential properties.
- The proposed access via Doylesfort Road is unacceptable in its current form as the road is too narrow and poorly aligned to safely accommodate the additional vehicular, pedestrian, and cycle traffic generated by 44 units.
- The application lacks sufficient technical detail and mitigation strategies regarding archaeological impacts, building lifecycle costs, and the functional quality of private amenity spaces and boundary treatments.
