Core Refusal Reason
The proposed vehicular access through the existing 'Victoria Place' residential estate materially contravenes Objective HSCO 2 of the Castlebar Town and Environs Local Area Plan 2023-2029, which restricts new access through completed estates to pedestrian and bicycle movements only.
Decision Maker's Conclusion
- The proposed vehicular access through Victoria Place materially contravenes Objective HSCO 2 of the Castlebar Town and Environs Local Area Plan 2023-2029, which mandates that new access to adjoining lands through completed estates be limited to pedestrian and bicycle connectivity.
- The introduction of traffic from 41 additional dwelling units through an established residential scheme would adversely impact the residential amenity of existing occupants and create traffic safety concerns.
- The development would seriously injure the residential amenities and depreciate the value of property in the vicinity, making it contrary to the proper planning and sustainable development of the area.
