reclamation of land through the filling of material comprising clay, silt, sand, gravel or stone on a site having an area of 11.24 hectares, for the purpose of improvement of land for agricultural use, together with the retention and use of existing site access road and wheel wash, all constructed by reference to PRR 18/74 together with temporary haul road and other ancillary site works. The proposed development relates to an activity which requires a waste licence
