Core Refusal Reason
The proposed demolition of a Protected Structure without exceptional justification, coupled with overdevelopment of the site and significant traffic safety risks.
Decision Maker's Conclusion
- The proposed demolition of Ardeevin House, a Protected Structure of regional importance, is considered unacceptable as no exceptional circumstances were demonstrated to justify the total loss of a building of architectural and historical significance.
- The development constitutes overdevelopment of a constrained site, characterized by excessive density, inadequate public and communal open space provision, and a layout that fails to respond to the site's context.
- The proposal poses a serious risk to traffic safety due to insufficient car parking, the absence of a Road Safety Audit, and poor internal maneuverability, potentially creating a traffic hazard on the Dublin Road.
