Core Refusal Reason
The proposal was refused because it failed to provide an active commercial or community use on the ground floor of a protected structure in a town centre location, while also negatively impacting the architectural heritage and failing to meet minimum residential amenity standards.
Decision Maker's Conclusion
- The proposed entirely residential use fails to provide an active commercial or community frontage at ground floor level, which is contrary to the Town Centre zoning and specific policies of the Naas Local Area Plan intended to promote vibrancy in the Canal Quarter.
- The scale, massing, and design of the proposed extensions, along with inappropriate materials and window treatments, would have a significant negative visual impact on the character and setting of the Protected Structure (Market House).
- The development fails to meet required residential amenity standards due to inadequate private open space, mutual invasion of privacy between units, and a lack of sufficient car parking provision.
