Will consist of a new standard priority T junction onto the Newbridge South Outer Orbital Road (NSOOR) including a new ghost right turn on the NSOOR, and a c. 250-metre-long section of access road to service zoned employment lands. The proposed road and junction will accommodate a single carriageway road with dedicated off-road cycleways and footpaths in both directions. The proposed carriageway is 9m in width with 2 no. 1.75m wide cycleways and 2 no. 2m pedestrian pathways. The development also includes a 2.25m grass verge, and 2 no. 2m offsets to the fence line , surface water drainage infrastructure, and all associated development and works
Core Refusal Reason
The proposed distributor road is considered premature pending the adoption of a new Local Area Plan for Newbridge and the determination by the Planning Authority of an appropriate road layout for the area.
Decision Maker's Conclusion
- The proposed distributor road is designed on the assumption that adjacent agricultural lands will be rezoned for employment purposes, which remains uncertain until the new Local Area Plan is established.
- Granting permission for the current road layout could prejudice the delivery of a more efficient and holistic development of the Strategic Economic and Employment Zone (SEEZ).
- The development is premature pending the outcome of the Newbridge Local Area Plan review and its associated Area Based Transport Assessment.
