While the Planning Authority initially refused the creche expansion due to over-intensification and noise concerns, the Inspector recommended a grant of permission, concluding that the development is consistent with Policy QHSN55, would not seriously injure residential amenity or traffic safety, and complies with both the Dublin City Development Plan 2022-2028 and the Childcare Guidelines 2001.

• The creche is of a typical size for a residential area and the increase in capacity to 68 children will not have a significantly greater impact on residential amenities, including noise, given the managed rotation of children in the outdoor area and restricted operating hours.
• The existing semi-detached building is considered a suitable location for a childcare facility under national guidelines, and the available outdoor play space (c.75sqm) is sufficient to accommodate children in smaller groups as currently managed.
• The existing on-site one-way traffic system and drop-off facilities are adequate to accommodate the development without causing traffic hazards or excessive congestion on the surrounding residential streets.
