Core Refusal Reason
The development was refused due to its adverse visual impact on a high-value landscape and scenic route, the inappropriateness of the business scale for a rural setting, and significant traffic safety concerns.
Decision Maker's Conclusion
- The structures form an excessively prominent and obtrusive feature on an elevated, high-value landscape visible from Section 72 of the scenic route network.
- The scale and nature of the straw storage and firewood processing businesses are not appropriate for this rural location and conflict with economic development objectives.
- The traffic generated by the development would endanger public safety and create a traffic hazard given the existing road alignment, geometry, and width.
