The construction of a mixed-use business park comprising office, light industry and warehousing uses and all associated site development works. The proposed development makes provision for a 637sqm office building (block 1) over two storeys, 515sqm of light industrial space (block 2) over 3 no single storey units, and 1073 sqm of warehousing space (block 3) over 5 no. single storey units. the proposed development will be accessed from a new vehicular as well as pedestrian entrance onto spring lane (L-20441) to be supported by local road widening and new public footpath along the western boundary of the site connecting into the existing pedestrian footpath network to the north. Ancillary site works include hard and soft landscaping, retaining walls, car parking, cycle & motorcycle parking, plant building, bin storage, relocation of ESB pole, public lighting, signage and all other ancillary works above and below ground
Core Planning Reasoning
The proposal would endanger public safety by reason of traffic hazard because it has not been demonstrated that the access arrangements onto the strategic N71 national secondary route would not interfere with its safe and convenient use, and the development fails to provide adequate pedestrian and cycle infrastructure for the scale of traffic generated.
Decision Maker's Conclusion
- The applicant failed to provide sufficient information to demonstrate that the proposed access onto the strategic N71 would not create conflicting traffic movements or compromise the free flow of national road traffic.
- The proposed development is contrary to active travel policies (TM12-2-1) as it lacks adequate pedestrian and cycle connectivity, creating significant safety risks for vulnerable road users.
- The office component of the project was not adequately justified under 'town centre first' principles and lacked a demonstrated intrinsic link to the proposed industrial and warehousing functions.
