23/5390
Alteration/modification of the previously permitted (Ref: 21/6805) internal alterations, refurbishment and change of use of the apartment and office building (Protected Structures Reg. No’s 100,101 & 102). The proposed amendments include: (1) Provision of 2 No. additional residential units (1 bed split level) in lieu of the previously permitted management office at basement and ground floor levels (15 No. residential units in total); (2) Amending Unit 04 at ground floor to a 1 bed unit; (3) Provision of new staircase from the ground to basement in No. 5 West End; (4) Internal wall insulation proposed to external walls of basement level; (5) Internal alterations to third floor and provision of 2 No. roof AOVs; (6) Provision of 4 No. additional resident car parking spaces in lieu of the previously permitted staff parking.
Core Refusal Reason
The proposed residential development at basement level is located within a high-risk flood zone and lacks adequate mitigation measures suitable for a Protected Structure.
Decision Maker's Conclusion
- The development introduces a highly vulnerable residential use into Flood Risk Zone B, exposing future occupants to significant groundwater and surface water flood risks.
- The proposed flood mitigation measures are insufficient to protect the property and are potentially incompatible with the building's status as a Protected Structure.
- The proposal materially contravenes national flood risk guidelines and local development plan objectives, rendering it prejudicial to public health and safety.
