Core Refusal Reason
The proposed development provides a poor standard of residential accommodation due to layout, daylight, and amenity deficiencies, combined with a lack of management for mixed-tenure units.
Decision Maker's Conclusion
- The internal layout, restricted access to daylight, and inadequate amenity space would result in a substandard living environment for future occupants.
- The mix of permanent and short-term residential units without dedicated on-site management or security would negatively impact the residential amenity of the area.
- Granting permission would set an undesirable precedent for poor quality residential development and would be contrary to the proper planning and sustainable development of the locality.
