A Natura Impact Statement (NIS) has been prepared and will be submitted to the planning authority with the application
Core Refusal Reason
Environmental uncertainty regarding Natura 2000 sites and inadequate road infrastructure to accommodate HGV traffic.
Decision Maker's Conclusion
- The absence of a final detailed Operational Environmental Management Plan makes it impossible to rule out adverse effects on Natura 2000 European sites.
- The proposed development materially contravenes Cork County Development Plan objectives BE 15-2 and BE 15-6 regarding the protection of habitats and biodiversity.
- The R624 Regional Road is deficient in width, alignment, and capacity to handle the HGV traffic generated, which would lead to traffic congestion and adverse road network impacts.
