Core Refusal Reason
The development creates a traffic hazard on a high-speed national road and exceeds the maximum retail floor space permitted for a petrol station forecourt shop.
Decision Maker's Conclusion
- The intensification of use on a 100kph section of the N25 National Road would create a traffic hazard and obstruct the safety and operation of all road users.
- The retention of the change of use facilitates a retail unit that significantly exceeds the 100 square metre net retail floor space limit mandated for forecourt developments.
- The proposal is at variance with national policy regarding the control of frontage development and the protection of the operational capacity of national roads.
