Core Planning Reasoning

The development is consistent with the 'Z1' residential zoning objective and, subject to conditions requiring the retention of specific heritage features (chimneys, boundary walls) and the use of sensitive materials, it would not seriously injure the visual or residential amenity of the area or the setting of the adjacent Protected Structure.

Decision Maker's Conclusion

  • The extension is considered subordinate to the original dwelling and maintains a 14.5m separation distance from the adjacent protected church, which is sufficient to protect its setting and character.
  • Daylight and sunlight impacts on neighboring properties remain within BRE guidelines, with the inspector concluding that the proposed pleached tree screening will effectively manage privacy without causing significant light loss.
  • Specific conditions are recommended to retain the original chimney stacks and front boundary walls to ensure the architectural and historical character of the 1930s dwelling and the wider streetscape are preserved.
