The development consists of: 1) Permission for retention of the existing dwelling as constructed (change of design from that granted under PD 35, PD 982 & PD 1337). 2) Permission for retention of the existing detached domestic garage as constructed. 3) Permission for retention of the alterations to the boundary at the rear of the dwelling. 4) Permission for decommissioning of the existing septic tank and percolation area to the rear of the property and replacing it with a package pump system and rising main to connect to the public sewer on Navigation Road.
Core Planning Reasoning
The development is recommended for a grant of permission as it is consistent with the Cork County Development Plan 2022-2028, does not adversely impact the residential amenities of adjoining properties, and is in accordance with the proper planning and sustainable development of the area.
Decision Maker's Conclusion
- The 6no. windows on the western elevation do not result in undue overlooking or adverse impacts on the residential amenities of the neighbouring property, as they are largely at ground floor level or serve non-habitable areas with obscure glazing.
- The proposed decommissioning of the septic tank and connection to the public sewer via a package pump system is technically acceptable and addresses previous drainage concerns, subject to a connection agreement with Uisce Éireann.
- The retention of the domestic garage and boundary alterations is considered acceptable as these elements are modest in scale and do not negatively affect the character or amenity of the surrounding area.
