The Planning Authority refused the application on the basis that a second vehicular access for a single-family dwelling is contrary to Policies SMT27 and SMT1 of the Dublin City Development Plan, as it promotes private car usage over sustainable transport modes and sets an undesirable precedent.

• The provision of a rear vehicular access is considered reasonable and preferable to additional front garden parking as it facilitates the retention of mature trees and prevents parking from dominating the front garden area.
• The proposed entrance onto Petty Lane would not create a traffic hazard as the laneway has sufficient width for safe entry and exit, and the vast majority of properties on the lane already possess similar vehicular accesses.
• The development would not seriously injure the residential or visual amenities of the area and is consistent with the proper planning and sustainable development of the locality, subject to a reduction in the entrance width to 3 metres.
