Core Refusal Reason
The proposed development would cause significant adverse visual impact on a sensitive upland landscape and scenic routes, while resulting in the unacceptable loss of Annex I peatland habitats.

- The height and siting of the turbines would be visually obtrusive and seriously detract from the character of a High Landscape Value area and views from designated scenic routes S28 and S29.
- The project would necessitate the removal of significant Annex I habitats, including wet heath and blanket bog, leading to a net loss of biodiversity and habitat of special conservation significance.
- The proposal materially contravenes multiple objectives of the Cork County Development Plan 2022 concerning the protection of visual amenities, scenic prospects, and the county's ecological network.
