Core Planning Reasoning
The proposed development is consistent with the Z4 zoning objective of the Dublin City Development Plan 2022-2028 and national policy for compact urban growth. It provides an appropriate mix of residential and commercial uses that respect the character of the surrounding Conservation Area and the amenities of the vicinity without resulting in overdevelopment.
Decision Maker's Conclusion
- The proposed development constitutes an acceptable quantum of development in an accessible urban location and is consistent with the Z4 zoning objective for Key Urban Villages.
- The design, height, and massing are considered appropriate for the site's context, providing a high-quality contemporary replacement for the existing structure while respecting the nearby Conservation Area and heritage context.
- Potential residential amenity impacts, specifically regarding noise from the public house and overlooking from balconies, are sufficiently mitigated through the implementation of technical noise reduction measures and a 10pm curfew for outdoor seating areas.
