Refused

Core Refusal Reason

The proposed development represents overdevelopment due to excessive density, unsatisfactory access through unfinished estates, lack of sustainable connectivity, and potential environmental impacts on the Lough Corrib SAC.

Decision Maker's Conclusion

  • The proposed density of 26.77p/ha significantly exceeds the recommended 16p/ha for Moycullen, resulting in overdevelopment that lacks sufficient permeability and contravenes previous planning conditions.
  • The Planning Authority cannot rule out adverse effects on the integrity of the Lough Corrib SAC due to a weak hydrological link and insufficient evidence regarding surface water drainage capacity.
  • The proposed access through unfinished housing estates is considered unsatisfactory and hazardous, posing a risk to public safety and failing to provide desirable connectivity for pedestrians and cyclists.
