The development is recommended for refusal due to the irretrievable loss of original historic fabric of a Protected Structure, which injures its architectural character and symmetry, alongside the unacceptable loss of on-street parking contrary to the Dublin City Development Plan 2022-2028.

• The widening of the gateway and relocation of gate piers results in an irretrievable loss of significant historic fabric, permanently altering the carefully designed relationship between the entrance and the Protected Structure.
• The removal of an on-street parking space reduces the supply available to residents and the public in an area where 50% of properties are reliant on such parking, contrary to the presumption against such removals in Appendix 5 of the Development Plan.
• The provision of EV charging points, while supported by government policy, does not provide sufficient justification for the retention of works that negatively impact the architectural heritage and residential amenities of the Z2 conservation area.
