The Inspector recommended granting permission, overturning the Planning Authority's refusal, on the basis that the site's proximity to Dalkey village and the Dart station justifies a 'car-free' development under the flexibility of the Development Plan, and the design is compatible with the Architectural Conservation Area.

• The development is acceptable in principle under the residential zoning and the design, including the replacement of the flat roof with a pitched roof, would enhance the character of the Dalkey Architectural Conservation Area.
• The absence of off-street car parking is acceptable in this specific instance given the site is within a 5-minute walk of Dalkey village centre and a 7-minute walk from the Dalkey DART station, providing high levels of accessibility to public transport.
• The proposed retention and extension would not seriously injure the residential amenities of neighboring properties or the setting of the adjacent protected structure, nor would it create a significant traffic hazard.
