The Inspector recommended granting permission, overturning the Planning Authority's refusal, on the basis that the extension of a long-established industrial business within settlement boundaries is acceptable in principle and would not significantly injure the visual amenities or the setting of Liscarroll Castle due to separation distances, topography, and existing screening.

• The principle of the development is acceptable as it facilitates the expansion of an existing, long-standing local employer within the defined development boundary of Liscarroll.
• The proposed 18.6m high extension, while significant in scale, will not adversely impact the character or setting of Liscarroll Castle (a National Monument) because it will be seen in the context of an established industrial site and is screened from many sensitive viewpoints by topography and vegetation.
• Potential environmental and technical concerns, including flood risk and impacts on the Blackwater River SAC, have been adequately addressed through the submission of further information and can be managed via planning conditions.
