  • The proposed development is compatible with the Douglas Land Use and Transportation Strategy (DLUTS) and provides a 'landmark' structure that suitably fits the urban context of the site.
  • It is unreasonable to burden this single applicant with the responsibility of preparing a masterplan for the entire SE-T-04 lands, especially since other developments in the same area were permitted without this requirement.
  • The project is consistent with the 'Town Centre / Neighbourhood Centre' zoning and, following a Stage 2 Appropriate Assessment, it was determined that it would not adversely affect the integrity of nearby European sites.
