Refused

Core Refusal Reason

The Inspector recommended a grant of permission (overturning the Planning Authority's refusal), concluding that the revised design proposals, including the use of copper cladding and modified window configurations, would sufficiently protect the architectural character and special interest of the Protected Structure and the Z2 conservation area.

Decision Maker's Conclusion

  • The proposed development and retention of works, as modified by revised appeal proposals, would not have a significant adverse effect on the character or integrity of the Protected Structure or the surrounding conservation area.
  • The residential unit, reconfigured as a one-bedroom apartment, provides an acceptable level of amenity for future occupants and does not negatively impact the amenities of neighboring properties through overshadowing or overlooking.
  • The impacts on the historic fabric are considered reversible and, subject to conservation-led conditions regarding materials and finishes, the proposal complies with the proper planning and sustainable development of the area.
