Granted

Core Planning Reasoning

The Inspector recommends a grant of permission, concluding that the proposal represents an acceptable height, density, and design for its central and accessible location, respects the character of the Architectural Conservation Area, and would not seriously injure the residential amenities of adjoining properties or traffic safety.

Decision Maker's Conclusion

  • The modest increase in density from 58 to 69 units is considered appropriate for this 'Central and/or Accessible Urban Location' proximate to the Sandymount DART station and high-frequency bus routes.
  • The proposed extensions and new Block A.03 are sensitively designed to integrate with the existing streetscape and the Sandymount Village Architectural Conservation Area without causing significant overshadowing or overlooking of neighboring dwellings.
  • While the project involves a shortfall in the quantitative public open space requirement for Z12 lands, the qualitative improvements to the site and proximity to high-quality public amenities (like Sandymount Strand) justify a grant of permission subject to conditions.
