Refused

Core Refusal Reason

The proposed development would endanger public safety by reason of traffic hazard due to the location and design of the access junction in close proximity to a signalised pedestrian crossing on a heavily trafficked public road network.

Decision Maker's Conclusion

  • The principle of residential development on this underutilised, zoned backland site is acceptable and aligns with consolidation policies, but is hindered by specific site constraints.
  • The applicant failed to demonstrate that a functional and safe vehicular access/junction could be implemented without creating significant traffic hazards for cyclists and pedestrians on South Circular Road.
  • The proposed car parking provision is excessive for this highly accessible 'City-Centre' location and should be substantially reduced or eliminated in favor of sustainable transport modes.
