The provision of new hardwood double glazed windows to the rear elevation first floor.
Core Planning Reasoning
The Inspector recommended the removal of conditions 3(a) and 3(e), concluding that the proposed alterations—including the widening of rear openings for light and internal layout changes—are minor, reasonable for modern residential use, and do not significantly impact the character or integrity of the Protected Structure.
Decision Maker's Conclusion
- The loss of an additional 1.35m of the original historic back wall is considered insignificant in the context of the overall structure and is justified by the requirement for improved natural light penetration.
- Condition 3(e) was deemed unnecessary and unduly onerous as the Inspector found no discrepancy in the drawings and confirmed there is no intention to interfere with the historic chimney breast.
- The proposed utility room doorway and internal partitions are essential for the applicants' accessibility needs and act as a necessary draught lobby without harming the building's character.
